I create or revise a listing, I make sure I uncheck all Excluded Locations boxes, save listing and automatically ebay excludes 216+ locations. Including Europe, Canada and Mexico (I'm in US).
I've been over everything I can think of my many times and cannot find a fix.
Ideas?

Are you using Business Policies? If so the problem might be found there.
I checked one of your listings that was somewhat confusing because they are showing both Ground Advantage and First Class (same price of course). This might also be an issue with your Business Policies.
The other place to check is your Account Preferences.

Have you gone to
>account preferences
>selling
>shipping preferences
>shipping settings
to see if there is something to "edit" there?

If you are opted into eBay International Shipping, I have good news and bad news.
You are shipping to customers who are not in the USA.
So your potential customer base just rose from 340million to Eight Billion.
BUT
You are actually sending to the eIS plant in Glen Something IL, near the O'Hare airport, and when theplant accepts the shipment, your responsibility for delivery ends.

Same crap is happening to me and no matter how many times I REMOVE the excluded locations, and save it, it does NOT REMOVE THEM! So angry and frustrated as I've been at this for over an hour now and still no solution. Ebay needs to fix this bug asap!
