eBay has been rolling out the new listing form for months now and your just now noticing this?
It was posted at the top of the old listing page for months.

Having to select photos first on top.

I fail to see why this is an issue for you.  Photos top, middle,  or end really makes no difference really.

Making categories more complex to find category.

Seems quite simple you just type it in and it pops right up.

No drop down menu for shipping service

eBay wants sellers to utilize Business Policies, they are automatically placed into the listing form when creating a listing.

You’ll get the hang of it . They don’t give us the option to opt out.

What was wrong with the old listing format that it need to be changed to this !  There was nothing wrong with the old version, it worked just fine and was far and away faster than the new Listing tool

Having to select photos first on top. Making categories more complex to find category.  Yes, most items on the new tool are harder to complete, more clicks, inconsistent data entry, etc.

t No drop down menu for shipping service

all make this a more difficult and complex a process to create  a listing now  I timed the old version when I was using it so I would know about how long it would take to complete listings ... average time was 4.5 minutes AFTER I had the pictures ready.  The new tool takes on average 3 minutes longer.  Let me put this in perspective ... one week I created OVER 125 new listings, mainly from Templates.  3 EXTRA MINUTES X 125 = 375 MINS divided by 60 MINS per Hour = 6.25 HOURS ... Lets review 6.25 HOURS longer to create 125 listings.  That's almost a full day's worth of work time.

ebay I opted out of this listing verson if I could!!!!!!!!!!!!  At some point nobody will be able to opt out and be stuck with a time wasting program ...

Well, I'll go 1 by 1 like you.

#1  yes, just mandated into it. Knew it was there but many posters did not like it who tried it. Not complainers, very experienced sellers. Old tool for me was more efficient and I have been through a lot of changes. I am sure others like it, but I don't. Will I adjust to it, yes. Does not mean it's better we will see.

#2. photos on top: I fail to see relivance in your comment, as you stated, why the complaints are merely where it is placed. I agree, I do not really care, I guess if we want to start writing right to left is fine. The point is the tool is not efficient in some ways, better in others. One issue is the boarder tool, it can cut off part of the image. So, the tool is different. The complaint for me is not merely where it is placed.

#3 Change of categories. It's a hot mess no need to discuss further. Categories just pops up does not mean its correct. Even eBays' video tutorial states the category may not be correct, but they give three options. My guess is most experienced sellers are more qualified to decide, speaking of vintage items. eBay may be an expert of web sites, but they are NOT necessarily expert at antiques.

#4 shipping, I'm not qualified to comment.

#5 agreed as bad as the tool may or may not be we will have to adjust.

To the original poster. You're not alone and many of your points are well taken. You'll get the hang of it, I am sure. Keep expressing yourself here and try to ask for help from sources that are positive and productive.

Good luck to you.

@ebooksdiva  They're rolling this out to a new tranche of sellers - I think that's why the OP did just notice it.

Agree with the rest of your points.  The new form is klunktastic, it could be a lot better (I know, because I list on both web and mobile sites), but I think the biggest obstacle to using it is unwillingness.

Agree, it sucks, and just like the switch from the Classic View seller page to Seller Hub, it's not a matter of "getting used to it," it's an objectively way worse user interface.

If it "only" takes you 66% longer to list items, you are probably able to use the new interface faster than most. That includes me, a seller for more than 20 years. Of course, the category probably makes a difference and how much information you decide to include.

Funny, this big push from eBay for item specifics, then they change the interface which makes it MUCH harder to add item specifics. Makes perfect sense in eBay bizarro world, but not in the real world.

My guess is they are catering EVERYTHING to cell phone users but what seller in their right mind lists hundreds or thousands of items from a cell phone? They COULD have two different formats like most legitimate websites offer (mobile and non-mobile), but my other guess is that eBay is too cheap to support both formats. Penny-wise and pound-foolish.

When I got stuck with this crap, I tried but it is just too objectively ridiculous. I am a great, long-time eBay seller but now I am seeking out other marketplaces who have figured out one of the simplest and most important aspects of operating a marketplace: the seller interface.

eBay has proven time and again they are completely clueless and constantly make things worse, all while taking more and more money from hard-working sellers. Total garbage website, not to mention all the bugs and glitches, that's a whole other topic.

They have never heard of lean business practices that started in the 80's for back end operations and later 90's early 2000 for front end operations. They claim the new format is more efficient and has a cleaner design. Not sure who came up with that, but it is just the opposite. So less listings go up and less potential sales but hey eBay thinks money making companies run off of smart phones and ditched desk tops and laptops. Clueless. A business process analyst would have a field day with eBay.

ebay NEVER makes changes for the better.

But don't you realize that someone has to justify their job by making changes?  Even if it's not for the better which it never is.
