Ever since, I have no or ZERO listings made ever because eBay does not gave me higher listing limit. Just 0 listing limit. As in ZERO! How come that I should pay those invoice eBay has issued me?! How to solve this issue?

I see no completed or sold listings.  Since you are in the Philippines, did you list on ebay.com or ebay.ph ?

If you never paid any invoice that ebay sent, they will continue to bill you until it is paid.

eBay has a number of features that will generate a fee, and some of those have nothing to do with whether you have listed an item or not.

We cannot really help you unless you go your invoice and explain what fees you were charged to your account, and why they were charged.

Your Account Activity will show you date, transaction type, and amount of every individual fee you have been charged, along with the item it repaltes to (if applicable). You will need to view your account activity and give us some idea what fees are being charged.

For instance, a store subscribe will generate a fee regardless of whether you have listed any items or not.

Based on your posting history to the discussion forum, you signed up for a Basic level store, maybe 2 months ago?  And you indicated at that time that you signed up for the annual term.

Since you don't have a store on this ID, it was either with another ID or you have cancelled the store subscription.  Either way, you still owe the store subscription fee (plus a cancellation fee if you did cancel) whether or not  you were ever able to list and/or sell any items.

You can solve the issue by paying the fee.  Or you may be able to call and get a courtesy credit for the fees.  Worth a try, at least.  And if you do still have a store on another ID, with no items in it, cancel that subscription so you don't keep building up more fees.

edit:  This is a nasty issue, eBay allowing sellers to start a store subscription when they are also going to apply low or zero listing limits.
