eBay trying to prevent me from sending refunds to people

I literally do not know why eBay did this, but recently I had an item not arrived case because I was out of town, and now when I try to refund, instead of letting me choose an already added payment method to my account, it forces me to add a new one, and when I add my debit card, it keeps claiming that my card couldn't be verified. eBay stop trying to prevent me from refunding people and let me refund!!! Someone pls try to help me out I need to refund

I got hit with the "add a cc" thing on a refund because there were no available funds at the time. How freaking stupid when they're perfectly happy to  hit up your bank account any other time.
