What does this mean?
If i don't accept could they right bad review?
Why am i not obligated? Pretty sure I put accepted in 30 days.

It usually means the seller doesn't accept returns and the buyer did NOT lie. Or it can mean it's past the time that the seller allows returns.
You could just look at the completed listing to see if you offered returns and for what time period.
If you don't accept the return the buyer can leave feedback.
BUT
If you do accept the return the buyer can still leave feedback.

Yes.
They could also write a bad review if you do accept, too.

The reason the buyer selected was a Buyer Remorse reason. They are not finding any fault with you or your listing. They just changed their mind. This buyer could have easily lied and given a different reason that would have required you to accept the return and pay for the return shipping.
But you are dealing with a buyer being honest. I don't think leaving a bad review for you is high on their list of things to do.
With that said, I personally would allow the return to go through. The buyer will pay for the return shipping and when you get it back you can refund less the original shipping if you had separately stated shipping on the listing they purchased from. If it was free shipping, you won't be able to do that.
Your choice of course. But I'd work with the buyer on this one.
Because the filed a Buyer Remorse return, it will NOT count against you in the Service Metrics either.

It sounds you've got a NO RETURNS policy set so you aren't required to accept a remorse return.
