Has there ever been a website like it? That degrades over time, despite being a one-of-kind website with first mover advantage? I have 20+ orders from one buyer and I can't open an unpaid case, nor are given the 4th option when cancelling the order for non-payment. My preferences are set to auto cancel after 7 days and that has passed. So congrats eBay on making the website even more less useful.

If you have the auto cancellation set to 7 days, then pretty sure you can't change that to 4 days once a 'non payer' happens.
Switch it to 4 days - the normal.

Maybe not, but you can turn it off.

I haven't seen any other posts about auto-cancel not working.
Are you sure you have waited the full 7 days, and are not trying a few minutes or hours too early?

If your preferences are set for eBay to cancel the unpaid transaction automatically, it will do so after 168 hours after the date/time of the commitment to buy.
If your preferences are set for you to cancel the transaction manually, the option to do so will appear when the appropriate number of days has passed. The option will not appear before the appropriate time.
If you have sent another invoice to the buyer since the commitment to buy, the clock starts all over again.
Did you send another invoice after the buyer committed to buy the item?

It was initially set at 4 days, then changed to 7
