eBay is Helping Boost Conversion with Best Offer on Auctions and Fixed Price Listings
Here is a link to the announcement - Click Here
The last sentence in the link above says this - There are no plans to enable this feature for business sellers. Hopefully that will help some of you out who do not want to be part of this program?

Some sellers are adding lines in their listings something to the effect: "If you happen to see the 'make an offer' option in this listing, please disregard it. Ebay has taken the liberty to add this option without my consent. The only price that will be considered is the BIN price you see in the listing."

Sellers can auto-decline Best Offer requests through the Manage Offers feature:
Desktop: item page (view item) > Manage Offers > Change offer settings.
So although some sellers will be opted into this feature sellers can also auto decline very easily.
Also eBay policy does not allow for the type of langauge you are suggesting. There are several violations in the wording you shared above. Click here to learn more about eBay discription guidelines
Also the link above is an excellent learning tool for how to set up your description for optimal effect. bookmark it as it is loaded with very good info.

Yes, the seller can set the auto decline feature to automatically decline any offers less than the BIN price, which in turn will cause those potential buyers to automatically turn and run the other way when they can't figure out why the seller just turned down a great offer....as in "I just offered the seller $95 for an item he had priced at $99 with the Make Offer option, and they turned me down! I don't want to do business with someone like that anyway!"

Some will, some won't, and some might but about any buyers who would think like you just described as a buyer who would leave upset about a small difference in price, might possible be the kind of sellers we really do not like to deal with to begin with.
Remember the user who is shopping is not a buyer until they actually buy, so these kind of shoppers are not really buyers yet anyways.

Your thoughts are spot on!
It's false advertising at the risk of the sellers reputation.
Buyers have the right to be picky.
ebay does not have the right to mislead them over the sellers merchandise.
This was back in Feb. 2017.
I can honestly say that I have lost business because of their campagin to 'boost' sales.
I have even received harassing emails from 'customers' the next day after I sent my third disapproval to ebay for their tactics.
I did not sell internationally, and this customer was from India.
I got two messages suggesting that they will pay less than half for my product.
The next 'customer' another day after the first message was more insulting to my items, and insisted they will go elsewhere.
I apologized that I did not have anything for what he was looking, and he would not leave me alone.
He continued this for another two weeks.
Based on the ebay reputation, there is no way that I believe it was coincidental.

"Some will, some won't, and some might"
I don't agree about any of the "some" parts because most, not some, buyers aren't aware that ebay is forcefeeding the Make Offer option upon sellers' listings without their consent. Most buyers, not some buyers, are going to be very unpleasantly surprised and miffed when it appears that their incredibly good offer is being turned down by sellers who they THINK have opted to list with the Make Offer option, when they did no such thing. Ebay is taking it upon themselves to add the Make Offer option to listings where sellers don't want it, yet they are doing nothing to educate all the buyers on ebay that it's ebay doing it and not the sellers. To me that is simply wrong, and borderline dirty.
