eBay canceled the transaction on this.
and so now apparently I have to pay $91 for an item that was never paid for.

The fee should automatically be reversed eventually, but it wouldn't hurt to phone eBay and ask them to remove it manually.

Very risky item to be selling here. Folks will be along that can help you through the final value fee reimbursement. I would suggest selling that item through a local to you platform and except cash in hand for the sale.

Actually the email the OP got says they MAY reimburse the FVF "at their sole discretion".
I've never understood why a buyer issue leads to a seller's listing being cancelled.

All I can tell you is that I received one of those letters AFTER I had shipped the item.
As it turned out, it went to Hawaii successfully and I still had my payment. They are not always correct when the block someone.

How does somebody with absolutely no selling history list an item like that?

And right under that it tells the OP that they will NOT be refunding the final vale fees.
Yet eBay was the one who canceled. This is insane. I would file a chargeback on the fees.

Have you actually checked your fees to see if you have been credited?

You may also be able to reclaim that payment to eBay through Paypal.
But it is most likely that the charge will be reversed by the time your bill comes due.
Keep an eye on it and don't be afraid to click on Help and Contact.
You will get a PIN number and a phone number.
If you are not good with accents, you may prefer to call during North American business hours for the Utah call centre.
Be polite.
Always ask for a transaction number. (The clerk's name is irrelevant.)
And if you have problems, politely ask for a supervisor.
