Holiday sales this year have been a nightmare. I made a sale last night for a low-cost item (under $10) and got a message from eBay this morning saying that had canceled this purchase because my buyer was "suspicious" and not registered on eBay.
I had glanced at their profile and feedback (which was low, under 10 feedback total) and nothing seemed odd or stood out to me. I checked the profile again today and they are NARU.
The transaction is no longer in my eBay sold history, but eBay failed to refund the buyer. This is an item I don't anticipate reselling anytime soon so it would be nice to just ship out instead of relisting again for months. I have the buyer's info in my Paypal history so it would be easy to print out a label and mail out.
Is this a really bad idea? I'm not sure what happened here with the buyer in the first place.

Contact the buyer related to the issue with ebay and then based upon the response make your decision on
how best to proceed.

I would not ship it. If the suspcious buyer used a hacked paypal, that money ebay has yet to get back, will eventually be taken without warning from your Pp account and your item will be gone. Do as ebay tells you to do. If its a canceled purchase its null and void.

I would refund the Paypal payment if you haven't already shipped the item.

Use the title and item number from the paypal payment to do a google search. It will probably show up in google cache. It's been paid for, and you can ship it if you want to do so.
