eBay Promoted Listing Ad Fee Not Refunded when you Cancel a Transaction.

Hi, 

I had a listing promoted with and ad, someone sent me an offer and I accepted it. They paid for the item and a few hours later want a cancel. I told them to click cancel on listing. they told me it wasn't working so I canceled the purchase to the buyers request. I find out I was charged 26.16 for an ad fee. I tried calling customer service. they kept hanging up on me and redirecting me to eBay help. I want to know why I was charged for something that didn't sell. why should I have to pay for an ad if the purchase was cancelled.

I am going strictly by memory here..and I may be wrong

I had a similar situation...

the Ad Fee was credited a few weeks later.....I couldn't figure out what the entry was for...but it was a cancelled order 2 weeks prior
