I have had this happen twice this week, mostly due to the long delays with USPS Media Mail. I sold two CDs to different buyers. After a month they both opened cases that the never received the items.
Two weeks later the CD packages both arrive. I contacted the buyers and they each ask for new invoices so that they can pay. Unfortunately, that functionality does not exist in eBay Payments. eBay customer service advised me to relist the item and have the buyer purchase it again. Seems like there is some possibility that a new buyer could emerge unless I am able to coordinate the timing with the buyer.
eBay Payments is missing a lot PayPal functionality. Not being able to create new invoices or reverse refunds is a further risk to sellers of Media items where USPS delivery times are unpredictable.

Yes, refunds were sent to the customers. Later the items should up.

Thanks, that is a similar situation. The solution seems to be creating another listing as a work around. I see this more as missing functionality in eBay Payments.
