eBay offers has so many bugs, that haven been around for 5+ years, I'm astounded that these always get ignored. Her is one of many examples.
The first image shows the price as $8.99 when I as a seller am evaluating if the offer. If you click on the listing link, the price is $8.54. The first page doesn't account for the sale that is running. These might seem like small issues, but when you are dealing with hundreds of offers, not being able to trust the price that eBay presents, it becomes a huge issue fast.

Seems to me that the bottom line is that you have a $5 offer. The listing price doesn't matter, no?

It's not a bug that is the way best offers are designed to work.
On a Beat offer the Seller and Buyer are negotiating the price
that the item will sell for and it will (override any other discounts
a listing might be offering).

OP,
I understand the issue you are describing and I can offer no insight.
But I am curious why this is a "huge issue".
Can you explain why knowing whether there is a 5% sale or not affects your decision about whether to sell it for $5 or not?
Please don't take offense - I am not criticizing just trying to learn.
