I have engaged the first line Customer Service representatives for years and found them to be responsive and helpful.
However, when an issue is raised that is beyond their control and I ask to speak with a leader in eBay, this has become impossible. The leaders are never available and I have been promised multiple call backs that do not happen.
Below are the ticket numbers

The last representative I spoke with, I asked to call me back each day with a status until a leader calls me back. It has been two days with no leader call and no status from the representative.
I have sent an email to 'Customerhelp@ebay.com' with no response.
Is there a way to break thru the walls that have seemingly been put up and engage the eBay leadership team?

We would really like to help you, but, frankly, you've not given enough details about your issue.
When you refer to "ticket numbers", are those item numbers?
Most normal issues on eBay can be resolved without having to contact a "leadership team".
So how about returning and telling us more about your problem?

The ticket numbers are the refererence numbers that eBay representatives provide me when they log an issue.
I agree that most "normal" issues can be resolved without having to contact the leadership team. The original issue was not a "normal" issue. It is not the subject of my post.
"The issue" has now become my inability to speak with an eBay leader . When ebay representatives agree that they cannot resolve my issue and commit to having a leader call back....and then that does not happen, how do I escalate the issue to an eBay leader?

Have you considered presenting the issue to be resolved by certified mail

That is likely impossible because the CS reps you get in a call back or chat are outsourced to call centers in foreign countries. They are not eBay employees, and have little authority to do much of anything but read from scripts. Granted they are always nice and polite, but for more complicated issues that involve money or fraud they are powerless, and often give incorrect information that will make your problem worse.
If you don't wish to get advice from members here, you may wish to use one of the eBay social media options for contacting ebay customer service agents in the US. This is ONE of them:
