eBay listings removed - unauthorized user of buyer or bidder account

We had to cancel bids and purchases on the following item(s) for the buyer, ---, because they were made without the account owner's permission:

Generally, yes, if there was an unauthorized payment, the account holder will be getting a refund.  But you are supposed to be protected against that, which is why they've told you to NOT refund, and why they've said you won't get the FVF refunded. 

 

They are HOPING you can get the item back somehow, because then you will have to cover the refund (since you're not out the item, and therefore do not need to be protected). 

 

But there's another topic here where they've hung an unauthorized use chargeback on the seller, despite the seller having provided the required proof of shipment, so it's hard to say anything definitively here anymore...

 

ETA: If you haven't shipped it, don't.

And how will BIN w/IPR help if it's someone using a stolen CC or PP account?
