I have called Ebay three times over three days and have waited listening to their "Please wait for the next available agent" message for about an hour each time. If I use their computer sites to contact them it will go no further because there is no suggestion to click. Even with the one that says they will call me. For a company as big and good as Ebay is their help and managers have something to be desired.
THINK!! It may be a new experience. Been with them over ten years and never seen it so bad lately. Never had this problem before as I have gotten alot of help from them.

With all of the recent site changes, glitches, problems, modifications,
new rules & policies, etc., insufficient staffing is probably the reason for experiencing a longer wait time.
Just keep trying and allow more time in order to speak with a cs rep.
