hello,had a customer purchase an item then about an hour later wants another item i have and asked if i combine shipping,does the buyer need to cancel the order and re-purchase the two together? Or is there a way to combine when they paid for the 2 separately? Thanks!

Did the customer already pay for the first item?
If not, then when the place both items in their cart, they can use "request invoice total from seller" and you can send an invoice with the combined price.
If they paid for their item already and purchases another, you can send them a partial refund for the difference. The PayPal fees will be refunded for the portion of the partial refund, but eBay will not refund their fees. Keep that in mind.
Also, if you go the PayPal refund route, be sure to change the amount to reflect what you want to refund. The default is for the full amount.
You can use Bulk Shipping to combine the orders. Click/check both - choose Purchase Shipping labels. The next page that comes up will tell you that you have two orders that can be combined and ask if you want to combine. You'll just have to adjust weights/methods again from the bulk label platform. The tracking number will automatically upload to both.
