i been selling coke cap code for months, lots of 10..maybe sold 4 ,...there are about 200 listings for same thing...but after selling one this morning and relisting...i get message it was removed cause of policy...i understand reasons..but why are 190 listing still available for sell

The other listings probably have not been reported yet. Ebay relies mostly on users to flag Inappropriate listings.

It is recommended NOT to relist items that have been removed by ebay. They may apply restrictions to an account for repeated violations.

Someone reported you.  It's  like getting caught speeding. Others were speeding too but they didn't  get caught. And they might never get caught. Feel free to report listings that violate policy.

There was a bunch of others listing Coke rewards that had their rewards removed. They wanted to know how you sold 4 without them being pulled.

I sold the actual bottle caps a couple of times, then got busted because of eBay's absurd policies.

You got caught, they didn't.  That's all.  Report the others.
