closing and opening new account with the same passport and information

Please write me, if I can close account and then create new with the same personal password, address and Payoneer account? I have no pending transactions. I want to close account and create new one because some actions are locked by ebay for security reasons. Details are in this question.

It's a policy violation to open a new account to get around an account being suspended.
