I had trouble with this buyer wanting a full refund on item that he said he did not receive, I opened up a case with the USPS, it was checked out and it had been delivered to his personal box! I tried to Block him but it says the Id is not good, now he has made offers on 3 of my listings, I declined with I would not accept any offers or bids from him that I was contacting eBay to help with blocking him, what else can I do, I do not want a bad review, I've really been doing well with my Items and enjoy doing this.

Check you have entered the id exactly right and if you have more than one buyer on your list you need to seperate them with a comma - then once done make sure you scoll down to save and do not forget to tick the box to "block contact'.
Ignore all further offers until you do the above.

Just add the buyer to your Block Bidders List.

Well, sometimes it is best not to say too much. I would not have tipped my hand to say you were bringing eBay in, as it is best not to poke the bear. Saying you are contacting eBay may seem like a challenge, or can set off someone who is already a problem, and then you have a bigger one.
Ebay does not force a seller to conduct business with someone they decide not to trade with. But once you have been in a transaction with someone, the block should still stop them from buying your goods. It does not prevent them from contacting you, however, even if you have that Buyer Requirement enabled. I have never heard of an ID not being accepted. Is your block list full?
If you are certain that you are inputting the correct ID, but it won’t let you add it to your block list, i would try reaching out to customer service on eBay’s Facebook for business page. They are usually responsive and knowledgeable. Good luck, and hope this situation is resolved to your satisfaction.

Don't communicate, just quietly block and cancel the offers. Be sure that the ID doesn't have any capital letters in it.

Here again you can BBL the member as the others said be sure the ID is copied correctly. Copy and Paste works.

Control C to copy, Control P to paste. Comma between blocked names.
Always use tracking. When buyers claim they didn't receive, input tracking.

That is when you have done a Print Screen [PS button], then you can use Ctrl V to past that screen into a document. Different function that was was being discussed.

C to Copy and V to paste...use them constantly. Printing is not the issue here. Getting the ID correctly into the BBL is.
