can't make a third counteroffer to buyer

Yesterday, I made an offer to a buyer. And then the buyer has made a counteroffer on the item twice. But when I tried to make a counteroffer for the third time, there seems to be no option for the counter offer. There are only 2 buttons, accept or decline. Is there any limits to the number of times that I can make counter offer?
