If they have not paid simply wait out the 4 days and you can cancel the sale for non-payment or eBay will automatically cancel it. Depending on the reason for the cancelation and the buyers history you may want to add them to your BBL.

@toonicestuff This sounds like you haven't completed signing up for managed payments. In order to sell anything on this platform you must have a checking account set up and verified PRIOR to selling anything. Everything is handled automatically that's why the message is written as it is. The system needs to know that you are set up to handle the payment SHOULD a refund be required. If buyer hasn't actually paid then you will not be charged, but the system needs to ascertain that you are SET UP correctly.
You will not be charged any money because there was no actual transaction, that's not how it works. You may be charged a listing fee of .30 cents, but that would be all. You need to make sure you are set up correctly in managed payments if you intend to sell anything on here. Best of luck to you....

You haven't received the money yet but they have paid and this is the only way that they can be refunded. They aren't going to receive a double refund so you don't need to worry about that. Basically ebay wants a back up payment source for when there is not enough money in your available funds in MP. You will receive your fees back except for the .30 non refundable transactions fee. You can add a credit card or make your make account a source for 'selling costs' Go to accounts / payment information/ payments and set it up there.

I can't figure out if the buyer ever paid. What her OP states is that the buyer wanted them to cancel the offer. OP is missing a couple of pieces of information although title of post indicates the buyer has paid. The only item I see the buyer has sold is the prom dress but that was on an auction that had 2 bids not something that she accepted an offer on. She has a lot of feedback as a seller but most of it is over a year old so MP setup could be the problem.

Yes, you need to add a payment source for Ebay to use to refund the buyer.
Since you're a new seller, your funds will be held and while they are being held, you have to cover the refund.
Once the hold on the buyers payment is released, the funds will be sent to the checking account you provided.
