buyer put hold on my ebay account because USPS has not delivered her purchase yet

I had a buyer buy a reborn doll from me and I sent it out on the 4th February by priority, and it is also insured. It has not been delivered yet. I have done all I could as much to find the box. I am supposed to call a particular number on Wednesday.  The buyer wants her money back now. She put a hold on my ebay account. How can she do this? I have no way of speaking to anybody on ebay. Can't call them.

There is NO way a buyer can put a "hold" on your account.

What was the last estimated delivery date?

PS: is the "particular number" some branch of the USPS? Is there no tracking visible at all?

If the buyer opened a “not received” case, eBay put a hold on the funds. If the package isn’t delivered, you’ll be required to refund the buyer.

Your "shipping details" show "free standard shipping".  The delivery date FOR THAT shows Feb 17 to the 22.

Priority comes with tracking and a 1-3 day delivery time.  If it was shipped on the 4th....it is late per USPS.

Tracking should help find where it CURRENTLY is along the shipping channel.

Did the buyer know it was shipped Priority?

That's the delivery window if the item was shipped today.

Have the USPS intercept the package and return it to you.  ASAP.

Monday it was supposed to be delivered.  A hold is on my account so payments will not be sent.

You should so as @powell-memorabilia  recommended: File a formal "Package intercept" request.

Add the USPS tracking # to the case in eBay.  This will buy you time to find the item.

Do not refund.

Go on to USPS site and request "find lost package". You will get a case number.

Message the buyer that you have requested USPS help to find the package and send her the case number.

What system was this shipped with??

My experience has shown that when packages seem to be "stuck" and movement stops (as with your shipment), filing a report for missing mail shakes the package loose and movement restarts.
