I have a sports card on ebay and someoe had bid $800 who i think has several ebay accounts and now that the card is about to
end this person has cancelled all his high bids and placed a bid of $30 on it.
What should i do.? If i cancel the item ebay will charge me a large fee.
if i cancel the $30 bid will ebay charge me?

If he can cancel you should be able to also. If the card is $800 like you say. Then I would take the chance.

Sorry I just saw this so the listing probably has ended.
There is no penalty or fee for canceling an auction bid at any time, and no limit on how many bids you may cancel.
As you noted, there can be a huge fee for ending a listing early. But since the $800 bid was retracted by the bidder, not canceled by you, in this case IF there was more than 12 hours left, you could end the listing early and the penalty for canceling the bids and ending early would be based on the $30 (or possibly on the high bidder's proxy bid).
So I would have advised you to cancel all the bids, not to cancel the auction, and be prepared to try to cancel very late (snipe) bids.
