buyer claimed item not recieved but tracking shows it was delivered am I liable or will get in trouble from ebay?

As long as you have tracking entered on the listing you should be fine. INRs are resolved by showing delivery to the correct address. Sometimes parcels get scanned in and end up on the doorstep the next day. I'd keep communications open with your buyer and ask that they make sure a family member didn't take it in, or it was misdelivered to a neighbour (or scanned in prematurely and will end up on their doorstep next day).

If tracking shows a Delivered status to the City and ZIP of the address you received with the payment, you should be okay. (A sale over $750 requires Signature Confirmation, if that's relevant here.) Be sure that you have uploaded the tracking number to your Sold item, and if the buyer has filed an Item Not Received dispute, you should add the tracking number as a reply to the dispute. (If you printed your Shipping label via eBay/PayPal, the tracking number will be uploaded to the sale automatically, but you should still add it as a reply to the dispute.)
You could also suggest to the buyer that he ask his carrier and neighbors about the delivery, in case someone else received it, but the bottom line is that once it shows Delivered as described above, you should be okay.
