Not that I know of.

No, there isn't.
The closest you'd be able to come is to ust our Site Preferences to set a ridiculousy high shipping cost to seriously discourage bidders, but that option has geographic areas much larger than a single ZIP Code, generally a whole state or a part of it.

No.
Your best bets for restricting buyers are:
The last one is tricky on timing, particularly since last second bidding is normal on Auctions.
All have problems, especially those that tend to restrict bidders who you would be pleased to have.

How can he cancel winning bids without getting defect points on his account?

Actually, that is a good question since there is no winning bidder until the auction is over.

Why would you want to do that?

So, let me make sure I'm clear on this: you want the seller to cancel a transaction based on "problem with address" because the seller has prejudged that the buyer lives in an undesirable ZIP Code?

Do that with me and Ebay gets a phone call and the seller gets a nice red donut and a defect for their troubles.

I just can't imagine the "problem with address" definition covers, or was ever intended to cover, this situation.
At best, it's a bad idea. At worst, it could violate some fine print somewhere in the eBay User Agreement.
Then we're all up in arms when a buyer posts a thread about a seller who cancels a transaction based on "problem with address" when there was indeed no problem with the buyer's address.

Like 7606dennis, I'm very curious about what exactly the problem is with this ZIP Code.

I call boyfriend/girlfriend trouble. What's your best guess? Wrong side of the tracks or river? It can't just be a general dislike of anyone/everyone living in #####, can it?

Nope.
I think it's a dumb idea.
But if the OP wants to do it....
How big are zip codes anyway?
Our Canadian postal codes can include a whole rural village or (like my own) about a city block of single family homes. Each is considered a 'postal walk' and a carrier might do five or six in a shift. More if some are high rise apartments.

Poor word choice, he could cancel any bid before the end of the auction without giving a reason.
Or he could cancel the winning bid with 'problem with address'.
And yes, it would be a lie. Would eBay actually do anything.

If you run a website its actually very simply to see why they would ban an entire zip or in the case of websites its called and IP. Some areas are well known for lets say less then honest practices.
I use a database that updates every day with IP addresses that are known to be problems. It also bans entire cities or countries. When I started my sites about 12 years ago I had a ton of spam and hackers but now that I run the IP banning script its dropped well over 99%.
So I get it why the OP want to ban an entire zip. I just wish eBay had a way to do it.
