-This item not received dispute has been escalated to a claim.
We requested additional information from the seller about this transaction.

So now you've been paid twice:
- a direct payment from your buyer, and
- a reversal of the reimbursement to eBay that refunded the buyer.

You needed to enter your tracking info into the buyer's case. When it showed delivery, you would have won.
Without proof of delivery via tracking, buyer wins the case.

@alfa-hobby I am confused, are you talking about one transaction or two?
It sounds like you're talking about one transaction as a seller where a buyer filed an INR claim then later paid you directly when they received the item.
Then it sounds like you're discussing a separate transaction where you were the buyer and filed an INR claim on a seller.
Can you clarify the situation and let us know what questions you have?

Certainly, I placed tracking # in same day of mailing !!! My buyer did not recieve in 4 weeks, opened a case trough ebay, won, and get money back on 11.05.2017. Packet arrived 16.05.2017, buyer is happy - he has got refund and purchase. I asked EBAY about money back to me - 6 times, but did not receive any reply. I myself open a case AGAINST e-bay and won!!!
Now ebay itself refunds money to buyer, and it (re-fund) shown as payment to e-bay. Therefore I , you, we all together, can open a case AGAINST e-bay !!!!!
Let me inform you, that placed tracking # is not vaild proof of delivery for e-bay support !!!

Seems like we're still missing some info here...
1. Buyer purchased item. You shipped and added tracking # to transaction.
2. 4 weeks later, the item still had not arrived and it was approaching the end of the 30 day MBG window, so buyer opened an Item Not Received Case.
3. You did not upload tracking to the INR case because you thought tracking added to the original transaction was enough. Is this correct??
4. Buyer won the INR because no tracking was added to the case. eBay forced a refund from your account which also caused a seller defect for an unresolved case with eBay having to step in.
5. Five days later the package arrived.
6. You appealed the case due to the tracking showing delivery. eBay found in your favor? Is this correct?
7. You say that the refund to the buyer came from your account (which would have happened when you lost the initial case as noted above). If you won an appeal then why did eBay not issue a courtesy refund to you?

OP filed a case on the reimbursement method ... and won. Here's how it happened:
1. The buyer paid OP for the item. OP still has this payment.
2. eBay fronted a refund to the buyer, then in turn charged OP's reimbursement method, which is PayPal. It was this reimbursement payment to eBay that OP won back against eBay.
3. After the item eventually arrived, the buyer paid OP again for the item, using the refund eBay had fronted the buyer.
So OP has been paid twice for the item. And eBay fronted a refund, then lost a case for its reimbursement.
"If we refund a buyer directly, we seek reimbursement from you by deducting the amount from your PayPal account or charging your reimbursement payment method."

I sent 01.04.2017, and placed tracking # on 01.04.2017. But for e-bay REGISTERED TRACKING # is not valid proof of delivery!!!
Certainly, now I myself got money twice. But did not receive any reply from e-bay!

We are trying to understand the situation so we can offer help.
You were double-refunded. How did you try contacting eBay to resolve? I don't know what options you have available in Russia: e-mail, phone, chat?
Or was the contact only through a case?
Which part do you need help with? Giving funds back to eBay so you don't keep both payments?

You are correct. Tracking is not proof of delivery.
Just mailing the item out does not release you.
Item must be delivered.

I just read the seller as stating for all to know that it is possible to appeal.
Does not seem to need any help Doing quite well with double the money for his aggrivation.
