I didn't read most of the threads on 1099s because of course I am getting one from ebay (when they get around to it). But today I got one from PayPal and it was for less than $2K. With the latest ruling should I have not received one?
It's my understanding that companies can issue 1099s below the reporting threshold, it's just that they're not required to issue them unless someone meets the threshold.
But since you're located in Virginia, the state's $600 threshold was in effect here.
