???? advanced listing tool? How to show a discounted price?

This is from the so-called "help" button, wth does it even mean?

"the advanced listing tool is more suitable for some members, so the Switch to quick listing tool option is not available to all sellers."

I have a store if that makes any difference, I'm trying to show a retail price and the discounted Buy It Now price. I would appreciate any help, thanks!

There are different listing tools 
The quick listing tool which is for newer sellers and is also used on the mobile app
The Advanced or called Business tool has many more options 

Are you looking for this ? if so you need to run a sale in your store and discount the price for it to show like this .

Thanks for the quick reply!  Yes, that is what I'm trying to do.

It seems like years ago you could just revise a listing and do that, but not anymore I guess.

So, I would have to delete the current listing and do it again under a sale or promotion correct?

Also, I'm not a new seller, but I still cannot see the Quick List tool, and on the other hand I can't find the Business Tool, or options for either one.
