Do you have a Payoneer account?
Do you have a Sri Lankan business license?
You need both.
And Sri Lankan debit cards are not being accepted but this seems to be another problem with the SL banking system.

I don't think any of that will help since OP states his account is permanatly suspended.

Permanent suspension is final. No one here can help you. I wish you well.
Good luck with future career opportunities.

It really doesn't matter why. As others have stated suspensions are permanent. There are requirements and protocols to being a seller. You just can't created an account and start selling something. Signing up to be a seller is a process and it can take weeks to be approved if you are approved at all. All sellers on Ebay must go through this process no matter where you are located.
Obviously Ebay felt you may have been a risk and decided against your application. From what I've read here in the past many would be sellers from Sri Lanka don't last long. Some fail to acknowledge the rules and policies, others simply are inexperienced in internet sales.
Again, wishing you success in your next career.
