This isn't eBay customer service so that is nothing we can do but offer advice. Didn't the message you received tell you what needs to be done? 

We are other buyers/sellers not eBay employees, so have no idea what is going on with your account. 

Try contacting eBay from your location using the Help/Contact located in several locations on the listing pages.

Your account is limited because of your selling activity, not because of suspicious activity related to something like someone trying to gain access to it.  There's nothing to recover.  Most often, these restrictions are permanent, but if eBay asked you to provide information via email, do it.  Without hesitation.

Selling plants to ship to the USA is illegal.

 Also listing in the wrong category to get around this policy is not allowed.

   Lets see.............Terrible feedback score and I believe Ebay doesn't allow live plants from Sri Lanka to be sold on their platform. They just took this long to catch you.
