I have the red banner on my seller hub to update my account details.
They requested a photo ID, a drivers license or government issued ID.
I sent it this morning and I've gotten two emails from eBay stating:
You're All Set!
Thanks for providing us with the information we requested. We verified your updated details.
If your payouts were on hold: You'll start receiving funds again.
Okay great, but why does the red banner across the top of my seller hub not go away?
I received the You're all set emails from eBay at 11:00 am CDT and again at 12:49 pm CDT today.

I was just surprised it took that long. I started to get a little concerned that something wasn't right, but all's good now 🙂
Sometimes we forget that Ebay is a very large site and most things don't update in real time. The system has to have a chance to re-index and that function can take up to 24 hours.

Give it a little time. It should go away. You did what they requested, so your account should be fine. If that ends up not being the case, let us know exactly what is happening.

The red banner is the result of html code.
Once eBay's computer bots register your uploaded materials, a signal will be sent to make the red html banner go away.
