Why would eBay hold your weekly payout?

They held back hundreds of dollars because there was a Pending $15 UPS label going to be charged. I was told it was a protection measure.

On a few rare occasions I have had funds placed on hold and it just about every instance the money was forwarded within a week or two, usually the following week.
