I had a vintage pack of tobacco listed... collectible pack not new!!!
It was removed for violating Ebay policy... why???
The following are exceptions that can be listed:
- Collectible or vintage packages
- Nicotine patches or gum
- Tobacco seeds

I'm just a bit unclear on exactly what you were listing. You state it was "a vintage pack of tobacco."
Was there actually tobacco in the vintage pack? Because that would be a violation of eBay's policy.
Was the vintage pack empty; i.e., just the wrapper or packaging? Because that would not be a violation.

Are you in the manage payment program? if yes, that is why.
my buddy was entered into this program on the 7th and had a few listings removed that had been listed before without a problem.

So if that's the case and ebay is requiring ALL users to eventually got to MP, does that mean the sale of anything in these categories goes away for good?

In exactly which of the categories on the list you posted would the OP's item fall? Specifically?
According to the list you posted, the OP's issue doesn't seem to be related to Managed Payments.

If that is the case I will be through with Ebay because I sell a lot of coins, currency and exonumia items.

I don’t sell in the coins and currency categories, so i didn't follow this closely, but i did read some of the issues with Managed Payments. I believe eBay was planning on not opting in the coins and currency sellers until they readied MP to be able to sell those items. They are hoping to add that category into MP by next year, if i remember correctly.

You can not list a vintage pack of cigarettes. You can list an EMPTY vintage cigarette package.
Here's the first line of the Tobacco and E-cigarettes policy:
E-cigarettes and their accessories, or items containing tobacco, are not allowed on eBay.

You can sell the packages, but not the tobacco, they have to be empty.

eBay has said that they will eventually include those categories and sellers that currently sell those items will be opted in once those categories are allowed. We will have to wait and see if that will be the case for all of those categories.
