If I have an member's ID blocked, and I've placed their county on the list countries I do not ship to, and I have these blocking options checked (see attached photo) ....why is this person still able to contact me?

Have they purchased anything from you in the past 30 days? Or have you already replied to one of their messages before blocking them?
If you answer yes to any of those, then that's how they are still able to communicate with you.

If you have had a transaction with a member, the communication blocks don’t have an effect. Or at least for a time. I have also heard that they might still be able to gain access thru the portal on your feedback page even if the member is blocked thru other channels. Which if true, kind of defeats the purpose.

In addition to what the others have shared, I'd go ahead and check the box 'Apply above setting to active and future listings'.

If you block me, I can't message you through one of your listings, but I can still send you messages via your profile page with the "Contact member" link under "Member Quick Links." eBay staff have suggested that's not a glitch or oversight or whatever--it's the way eBay intends for it to work.

I've got the same settings and every once in a while I still get a blocked bidder messaging me through the listing and NOT by "contact member". I even double check to make sure the settings haven't been mysteriously changed (they aren't), yet there it is.
Once a buyer is blocked, that should be it. Unless eBay decides otherwise.
