At one point I posted a bran new Item at an extreme loss. It was in the triple digits and I dropped it down to $20, the exact same item at its cheapest was $180.00. I asked my family to search for it but it didn't come up when they searched for lowest price. The next day I increased the price back to where I had it, because it was an experiment. Does anybody else notice when they post an item cheaper than anybody else it doesn't show up at the top or at all?

Not much information but what was the item and what exactly were you searching on? Do you have an item number?

Sometimes (most times) A revision will not propagate throughout the system for up to 48 hours....some viewers will see the 'cached' version of your item, some will see the 'revised' item, and some will see nothing because it is being re-indexed.
I know this is unlikely, but It appears you only lowered the price for 6 minutes?

general observation #1: eBay has 1.5 billion items listed, and searches use lookup indexes to speed them up. These indexes are complex and cannot be accomplished in real time, which is why eBay warns that changes may not be re-indexed for up to 24 hours.
general observation #2: Unless you tell us exactly what search criteria your family used and what item number they expected to find, we cannot comment on the item not being in the results. There are legitimate reasons why a given item may not appear in a given search, but there is no sense in us taking wild guesses about what your family did.

Unless the price change has had time to be indexed, there is no reason to expect a listing to "show up at the top". Promoted listings can occupy the top slots.
