Why is immediate payment not required when a buyer accepts an offer on a BIN listing?

I can understand why immediate payment is not required for a completed auction. The winner may be in a different time zone and away from his/her computer, or maybe even sleeping.  But, that's not the case for a Buy-It-Now item.  

 

A buyer messages a seller and asks if they would accept a lower price for an item listed as Buy-It-Now.

 

Seller responds using the Reply With Offer button and accepts the buyer's offer, or provides a counter offer.

 

The buyer opens the seller's message to see the offer (or counter offer) and decides to accept it.

 

What is the purpose of NOT requiring immediate payment when the buyer accepts a seller's offer or counter offer on a Buy-It-Now listing?

 

The buyer is right there, able to make immediate payment.

If I had to guess it would be because IPR discourages multiple purchases.

I think it's because eBay is behind the times in some areas  - this is one of them.

Your suggestion makes perfect sense to me. I have no idea why eBay does not demand payment on the spot.
