Why doesn't "Variation" option appear in my listing when editing?

I decided I wanted to go into a present live listing and change it to a listing with variations. However when I go in to edit the listing I don't see the "Variation" option available for the item I want to change to a variation listing. Some of the other item listings I go into does have that option available. Why is this? I did a search in Help but was not able to find the reason for this. Also if I start a new listing the option is available. Does this mean I have to create a new listing from scratch to make this a variation?

The reason why I want to make this a variation listing is because I want to give the buy the option to buy either one or two of the item and if they buy two the price will be less than if they buy only one; so I need to be able to set up the listing so a different price comes up depending on the quantity they are buying .

Yes. You cannot convert a single item listing to a variation listing. It has to be a variation listing from the start.

Do you have an eBay store subscription? If you do then volume price discounts would be a good option for a single item listing, or a buy one get one promotion would be a good option for a variation listing. You need a store subscription to access promotions.
