Why does our eBay system charge selling and AD fees to the UPS shipping cost?
For example, the buyer pays $25 UPS-ground shipping-label fee but the system also charged to this part.

Yes. I remember Paypal charged to the entire payment.
Now the FVFs charged to all the product price + shipping fee + state tax.
I read the new terms again. I did not note that our FVFs should now include shipping fee & state tax. Thanks again.

If you are doing a 20% Promoted listing fee, that is on top of your 13.25% regular FVF on the sale. So you are paying 33.25% in fees to Ebay on the total the buyer pays you. Why such a large PL fee? You set that rate.

Have you ever read the policy on Seller Fees?? You should as you clearly have a misunderstanding.
You might want to revisit the rules on the Promoted Listing fee too as it appears there is a misunderstanding with that as well.

Then you may want to visit the policy again as it does say it. FYI, they aren't "new" terms. Justs ones you apparently were unaware of.
We charge one final value fee when your item sells, and you don't have to worry about third-party payment processing fees. This fee is calculated as a percentage of the total amount of the sale, plus $0.30 per order.
The total amount of the sale includes the item price, any handling charges, any shipping costs collected from the buyer (some exceptions apply), sales tax, and any other applicable fees.
An order is defined as any number of items purchased by the same buyer at checkout with the same shipping method.
If you need to refund the buyer or cancel the sale, you may be eligible for fee credits as per our fee credits policy.

So what? Ebay often "recommends" all kinds of things. That doesn't mean you are required to do it. It is MERELY a suggestion. Personally I would ignore what Ebay is suggesting and do my own research.
FYI, Ebays "recommendation" is not the same for all products. It varies.

Why? That is not how the policy reads. When you take advantage of a tool that Ebay offers, and Promoted Listings is an optional tool, it is always in your best interest to read the policy and completely understand how PL works Before using it.
