Why does ebay have vastly different rules for each country selling?

For example, I am a .au user, and we cannot revert our ebay account back to personal from being a business account, yet .com users can? I imagine there are other such varying differences in rules too. I just don't understand why this rule in particular has to apply in Australia but not in USA

I would suspect it is because each country has different laws and regulations.

The answer you gave in the other thread WAS correct!

Most of the differences between eBay sites are related to fees, free listings, store subscription rates etc.

The other differences are usually related to local laws that may restrict or prohibit certain activities.

All countries have different rules, restrictions and conditions.  Customs comes into mind as well.

.com users can't change from a business account to a personal account either.

When you go to change from a personal account to a business account, it tells you that you can't change back.

For what it's worth I started out with a personal account and it doesn't  allow me to change it to a business account. The edit button is disabled/grayed out. I tried a few years ago and tried again a few months ago.
