There's an item that's being tracked and the buyer opened a case against me. The item is moving, and is out for delivery. But for whatever reason, it wasn't delivered. I am not in control of that. Call USPS. But now my funds are on hold because of this buyer. She will be earning her place in my block list.

You are not "in control" BUT ultimately you are responsible.

As a seller, you are responsible for getting that item to the buyer, even if it's not your fault.
If you don't refund voluntarily, eBay will do it for you with your money.
Wait as long as you can as things can mysteriously get delivered, but don't leave it in eBay's hands.

Oh if that happens, I have their name, number and address, and they'll get a package that will definitely get delivered.

First off it is not your buyer's fault so no need to think you are getting over on this buyer by blocking them. Secondly, the buyer cannot file a INR until "after" the estimated delivery date has past. I understand you think you have no control of the situation but you are responsible to get your item to the buyer. It will probably all work out fine if you say it is being delivered today. Relax and see what happens. If it does end up showing delivered put the tracking into the claim.
