It is not newly added and it is not a tax. There has been a 30 cent "processing fee" for years and years. Kinda like when you use an ATM but much cheaper.

It's a processing/transaction fee. It's the norm in the industry. Maybe you didn't notice it when eBay used PayPal.

The amount can vary depending on the processor or volume (usually 0.20c to 0.50c). Those with high volume might not pay it though. Gas stations for instance. And stores. Back when I did support for a processor, I think you had to do over $100,000 in sales a month to get the fee waived and just paid a straight percentage. Otherwise it might have been a sliding scale for the higher volume customers.

Under eBay & PayPal, sellers generally paid 12.9% plus 30 cents in total.

Under eBay & Managed Payments, sellers generally pay 12.9% plus 30 cents in total.

The 30 cent fee has been there for more than a decade; it is just paid to a different payment processor now.

As you are not a seller, this 0.30c is not going to be an issue for you.

Since you don't seem to have any sales I wouldn't be concerned about it.  It's charged when you make a sale, along with your other ebay fees.
