They monitor alot of listings. So they may not enforce them properly but their system is designed to removed listing if it violates their policy. Sometimes the removal is wrong and the listing is not in violation. Listing may have presented in a way that violates to their policy. You may contact their specialist to have it reviewed , so you may list it property.

What's with the half-baked answers? If your item is removed eBay tells you what policy you violated. No amount of talking to an eBay specialist will help if you for example if your item was removed for counterfeit or copyright or VeRO removals. Sometimes eBay bots do take down a listing that's allowed and you might be able to get that straightened out and be able to relist but that would be a rare event. It's best to never relist an item that's been removed unless you get it in writing from eBay you can relist it.

Since the vague OP was about a rule(s) that's NOT being enforced, I suspect that the OP is referring to other sellers' listings which contain violations.
