Why do I have to pay extra for the wrong buyer label to pick up my box?

I sold an item on eBay. The buyer received, after 3 days he sent me request for refunds. I confirmed the request, refunded him. And when I went to the usps for pick up my box , they say “needs pay 200$ for the pick up, like heavy and big box” **bleep**?  For what? I’m not sender of box. What I need to do?

Did you issue your buyer a return label? If not… 
Your buyer may have sent the package back to you postage due. 
If you want the item back, you’re only option is to pay the postage due. 
You also went about the return backwards. Never refund before receiving your item back.

How did they ship it back?

Don't sound like you have a choice, but pay if you want the package back.

I refunded the buyer when the box arrived in my local usps post office

So, nope you refunded the buyer BEFORE you received the item back which closed the return so the buyer couldn’t print the label because it was gone when you refunded BEFORE the buyer shipped the item back to you.

When buyer received the box , he sent me request for refund, I confirmed. The buyer paid for label , when box arrived to my local post office usps , I refunded him. Now , for the pick up the box I need pay extra 200$ instead of buyer

Either your buyer didn’t use the label you sent or the post office is charging a surcharge for over size or heavy package.

Your refund policy doesn't matter.

Ebay's return policy is....

Remorse return = Buyer pays the return shipping.

NAD (not as described) return = Seller pays the return shipping.
