I have been on ebay for decades, never had this problem and when I read about it, like in your case, I just don't understand how it works. What the poster below says is true, ebay place limits for various reason. But I guess, I am as confused as you. Only on ebay you can read in the same message that you have 126 listings remaining and at the same time you have reached your limit. I hope, some “listing limits” experts will explain.
If I were you, I would wait until August 1 to see how the numbers change. If you don't badly need the increase, I would not request it. Ebay may consider this as some kind of speculation and will prevent you from listing more in the near future. They may require more information, if you do not provide what they want, they will restrict your account. I would expect the worst. Just my general advice, based on the years I have been on ebay, is, wait and be patient. Provide the best customer service you can, avoid the out of stock situations, resolve problems without ebay's involvement etc. Then things will work out for you.
