Ebay locks in a $4 price on my items because of something called a "shipping policy."
I don't want nor do I need a "shipping policy". However, once it's born it's like a concrete demon from hell to get rid of.
Now I'm supposed to send a 20 pound box for $4 shipping?
IT will not allow editing
IT will not allow changing the shipping price for a particular listing.
IT will not allow deleting
How about giving the seller some control over his own listings?
This is sooooooooooooooooooooooooooooo frustrating
I just want to list an item and put an asking price and shipping price. That's ALL I want! Is that too much to ask? Instead of spending half an hour vainly trying to adjust the shipping price for ONE ITEM!!!!!
Has ebay hidden the phone numbers for help, or is that dead, too?

Here is message 14 of 13 total messages, so that would be a "minus" message? Not a null message, a message (x) -1.
So it appears Printful or Printify got into my Ebay API's and set up a shipping policy for a baseball cap.
However this does not explain why a shipping policy for a single baseball exploded into 6 different shipping policies for a multitude of other items listed on ebay.
And Wokebay is 100% at fault for this problem, not only because with their hidden tiny little "opt out" (of business policies) button, but mainly because of their Russophobic and biased social policies when they censored my Vladimir Putin baseball cap that Printify tried to list.
Lemme know when the clowns at Wokeworld by the Bay realize there really are other countries on the planet.

I sang backup and played keyboards when we did our rendition of the Stones' "Get off of my Cloud" which is my advice to Wokeworld by the Bay.
If I don't get what i want, I keep beating my head against the wall until the wall breaks. LOL!

You should still check. I had this happen to me once a long time ago and come to find out somehow a Business policy got attached to the listing I was trying to change. It doesn't hurt a thing to check.

You should look up the definition of "woke" as you are misusing the word. It clearly doesn't mean what you think it does or at least how you are trying to use it.

I have largely stopped using fixed pricing for shipping costs, as rates have risen faster than I could update my listings. Now I rely mostly on calculated shipping and the costs adjust automatically.

I use the Bulk Editor to update my shipping when the time comes. It works really well for me.

If you are not using Shipping Policies then every time you create a new listing that has shipping set up in a different manner then previously used, a new Policy is created. When I accidently turned on Shipping Policies I had over 600 different Policies already created. It took a lot of work to delete unused ones and make sense of what I had. Once I figured it out then it seemed easier to use the Policies rather than creating new shipping information each time.
You can still adjust the item size and weight for the listing if you use a policy. A policy establishes such things as shipping method you will use, handling fees, handling days, local pickup and excluded locations. If you change a policy it will change all listings associated with that policy. Anything different from other listing that is not in a policy a new Policy will need to be created. Maybe you have a $2 handling fee for some things but you want a $3 handling fee for other things, then you would create a policy for the $3 handling fee.
See if this link will take you to your Business and Shipping Policies. How many policies do you have?

That's the way I have done it for 20 years. Why did ebay screw this up? Now I can not even complete a new listing.
Lots of people like & use Business Policies, they can be very helpful, so there are multiple procedures. But you're correct that you probably never set one up. What happens sometimes is that the flag gets accidentally turned on, I've seen it happen from user error & eBay error. When that flag turns on, the Business Policices start propagating on their own, I believe it's each time you change the shipping parameters, a new policy is built or maybe it's with every listing. I'm not sure, b/c like you, I don't use them, but like you, I suddenly had a bunch & caught up in this.
All you have to do is turn off your Business Policies & the whole thing goes away & you can set all your own per listing. Once I found the option & shut it off, I never saw another Bus Policy & that was several years ago.
ETA: Also no one here is an eBay employee unless they are very clearly marked as an employee with a blue banner. Several of us are eBay Mentors, but we are NOT employees & we volunteer our time, as everyone on this board does. The eBay employees are very few & far between. There are 3 of them & they do not get involved in the majority of convos.

I finally got a live person on the phone, but his accent was so bad, we had to resort to spelling out words letter-by-letter, which is kind of unusual, because my Ex is Filipino, and we never had any problems communicating at rapid conversational speed in English, nor have I had any problems in other convo's with ebay tech supprt in the Phil. Maybe the guy was an immigrant to the Phil...

I exchanged a series of letters with Mayor Koch, you are either taking that quote out of context, he never said it, or he meant it in a different sense than the way you are using it, which is insulting, condescending and arrogant. The unsubtle implication is that your conversational partner is stupid. If Mayor Koch said it, he used it as a one-off, but you are using it to put yourself onto a preachy pedestal.
As far as "woke" goes, I'll ignore your non-specific generalizations and personal criticisms absent data,
The accepted definition is "categorizing Human Beings into groups based on their physical or social characteristics, then evaluating such arbitrarily-created groups, lastly implementing social policy based on such evaluation."
Some groups are labeled "bad", some are labeled "good". Members of such groups are likewise labeled. "Woke" is the opposite of what MLK was talking about - "Judge me by my character "(as an individual) not by my skin color (AS A MEMBER OF A GROUP). But the Woke crowd does not acknowledge that we Human Beings are all unique and sacred individuals.
Woke's latest stillborn partner, "DEI," likewise categorizes Human Beings. A much more reality-based definition of DEI is "Divisiveness, Exclusion and Intolerance", referring to such categorization and its innocent victims. The Woke crowd can no longer get away with blatantly labeling people so it uses oxymoron phrasing and stiflng rhetoric to conceal its maliciousness.

Clearly you must have missed something the man said as per several sources the quote came from him. Just do an internet search and prove it to yourself. "...you are using it, which is insulting, condescending and arrogant." That is your assumption but that doesn't make it true, nor is has it ever been my intent. With that said, for some reason you have taken on the position or have felt compelled to attack or otherwise to be rude to those that came here simply to try and help you.
Calling someone Woke is really a compliment as it means they stay informed on various subjects. Unfortunately some in the political world have decided to re-define the word, which many of us simply don't accept, nor do we need to. Along with re-defining "woke", the politicians re-defined "DEI" as well.
Per Goggle AI : "Woke" primarily means being aware of and actively attentive to important facts and issues, especially those related to social justice and racial prejudice. It originated in African American Vernacular English, evolving from the verb "awake" to signify awareness of social inequalities and discrimination. However, the term has also become politicized, with some using it to describe progressive or leftist ideas, and others using it as a derogatory term.
