Why can't I send an offer?

I have many items that have multiple watchers on. They are fixed price items. Why does ebay's algorithm not allow me to send them offers?

All I can think of is that those watchers have opted to not receive offers on the items that they are watching.

I think I have that selected as well, but I don't remember where the option is. 😅

Offers to interested buyers depend upon a number of factors, not just whether they are watching.

• If a user has opted out of seller-initiated offers, they will not receive offers.
• If a user has already received an offer for the item, they will not receive offers.
• If a user has received too many offers from all sellers, they will not receive offers.
