Why can't I list variations?

So I'm trying to sell many Pokemon trading cards at once. I'm using the category for individual Pokemon cards, and I can't figure out how to use the variations option. I've seen other listings in the same category that are able to do so, what do I need to do to be able to?

I don't think you can or are suppose to use variation listings for cards.  You may try to go out and find one of those listings you said was set up as a variation and check what category they listed it in.  Maybe they are trying to get around the rules?  IDK
