Itz crazy. I list quality items/honest descriptions/low prices. I ship next day. I use priorty usps. A few cents higher than economy. That way there is insurance and tracking. Yet no feedbacks. But they leave low ratings on shipping costs and ship time! I spend a fortune on packing supplies. Should I just block buyers who leave no feedback and false ratings? Maybe everyone should. Ebay. Ebay truly allows buyers to be like big gov unnaccountable for chronic bad behaviour.

No one is required to give feedback, ever. It's an option only. As for feedback for a seller, no news is good news.

It's similar to going to 7-11 and leaving feedback for buying a water. Has become "almost" a nuisance. The alternative are buyers who only know how to complain. 2 ends of the spectrum with no happy medium. Feedback is past its best before date but now how do you remove without irking the masses and/or leaving sellers in the lurch. Buyer feedback is almost meaningless. Strangely eBay sends me messages as a matter of routine for transactions where buyer didn't pay. Ummm..... Awesome transaction or no comment? You choose.

A buyer can't rate your shipping cost and shipping time without leaving feedback.

Wow, I'm here to make money, not collect feedback. I would NEVER even entertain the thought of blocking a buyer simply because they didn't leave FB. I'm very surprised that you see Feedback as being more important.
Feedback is a voluntary thing. Ebay will never make it mandatory like you want. But in time you will come to learn that forcing buyers into something is rarely a good idea and will often backfire on you.
Just as an additional thought, if you are emailing your buyers asking for them to leave you feedback, that is not a good idea either. That will sometimes annoy the buyer and they will come and leave you FB as you requested, but it comes with a neutral or negative. Just not a good idea to email the buyer regarding a voluntary system.

Not sure where you're looking, but I can see that you have 62 FB, a good many of which have been in the past year according to eBay.

Feedback is being left less and less as time goes on. That is the trend. As it stands now, feedback has no bearing on one’s seller metrics as it once did, thank goodness. Feedback can be arbitrary and subjective. It is also completely voluntary. As such, it is not a good idea to block buyers who don’t leave it. That would be cutting off one’s nose to spite the face.
Feedback was once a critical part of the eBay experience. It was how reputations for being a good trading partner were established. But this is no longer the case, and hasn’t been for years. The purpose of feedback now is to give buyers a platform to verbalize their buying experience. It no longer serves the purpose of sellers rating buyers, as we sellers can only give positives. That remnant from the past should be dropped from feedback altogether, in my opinion.
So don’t be too upset that buyers don’t leave feedback much anymore. It is not as important as it once was. And no news is good news. I know you’d like to build up your score, and that can be frustrating, but believe me, it is best not to ask buyers for it. Just keep on being a stellar seller, and the meaningful feedback will come eventually. Best to you.

Wait, what? You don't like it when a buyer doesn't leave feedback, and you don't like it when a buyer does leave feedback?

I agree with scrapping feedback. It's a relic of the 20th century internet when buying from strangers thousands of miles away was scary and exciting, instead of how we get pizza and diapers delivered.
Feedback is voluntary and I don't think has ever been higher than 40% of transactions. You actually have slightly more than that.
You can encourage feedback by leaving your own on shipment.

You have perfect feedback, all positive, no neutrals or negatives, and your DSRs (star ratings) could hardly be better than they are.

The only way you could have 4.9 stars if if one person rated you 4 out of 5, and all of the other people rated you 5 out of 5. Except for Communication where they all rated you 5 out of 5.
You're doing great, there's nothing to worry about. Lots of sellers would love to have star ratings like that.

Way to whittle down the potential buying pool pretty quickly, I must say.

My customers who leave feedback is down to about 10%.
