Without seeing the actual promo and any exclusions it would be impossible to say.

Apparently your new listings don't meet the terms of the offer.  Every offer has its own specific terms related to format (auction vs fixed price), duration, start and end dates/times, categories, etc. You have to read the specifics of the offer.

 

For instance, the most recent offer that I got for 100 free insertions was only for fixed price listings with durations of 30 days or Good Until Canceled.  Last week, several sellers got caught by trying to list on the day before the offer went into effect.

Is it an auction?  The free listings are only for 30 day Buy It Now format.

I tried to use a $1.00 off coupon for shaving cream on some prime rib. The store wouldn't honor it ;(

One recent promotion required that Best Offer be enabled or there was a 0.35 charge, so it appears that you are not meeting one of the conditions for this promotion.
