I have been a seller on ebay almost since it’s inception. I sell imported name-brand goods so so this problem does not effect me as a seller.
I used to shop on ebay but I no longer can. Many generic categories are flooded with identical goods under different names (often numbers) generally from countries such as Hong Kong. So if I pick a category such as women satin pajamas and ask for cheapest first. I have to go through pages and pages of duplicate listings to find what I want.
The second problem is this almost universal scam of listing items with a range of prices. The items will have a range like $.99-15.99. This brings it up among the cheapest listed priced items. But if you click on it, you find that the .99 item is totally unrelated to the title or the picture and the actual item is $15.99. Then on top of that, the high priced item which is in the title and picture is sometimes not even for sale and only the .99 unsealed item.

There was a time when I would simply overlook the actions of many Asian country sellers, but I've pretty much had it now.
I collect vintage clothing and bracelets and am completely fed up with sellers from those countries listing modern trash in the vintage categories. TPTB don't seem interested in stopping the behavior.
I was looking for a non-vintage item the other day, I became very happy when I located the item for under $5. When I clicked on the listing, the item in question was actually $20 and a toothbrush was $4! Mind you the listing was for a clothing item so how can they list a toothbrush as one of the variations? Reporting does nothing. They allow the listings to keep running.

I found another reason to give up on my shopping this evening. I was looking for some Chuck Taylors so I put that in search and then chose size, etc... By the time I had clicked on the 10th seller who had mint green ones in their picture and then opened the listing and the drop down menu options didn't even have half the colors (not even listed and marked out of stock) I gave up. Maybe it's not against the rules, I don't know, but it was irritating to keep opening listings repeatedly based on their photo to find out there is no mint green option (or pink, or the other colors I was actually looking for).

You do understand that when you do an eBay search one of the filters you can apply is "US Only" or "North America" (so as to not cut out Canadian sellers).

I understand that if a seller is going to use deceptive selling practices - like bait and switch, and keyword spam, I am aware that they are more than capable of lying about where they and/or their merchandise is located in order to reach a much larger buying audience.

some of the phrases people create to get a wide net of views.....
sterling silver plate...... This piece is plated with sterling silver.....
This was a part of my cousin Tiffany's estate. She wore it once when walking past Gump's..... Her boyfriend Marcus gave it to her, or was it her boyfried Neiman?

I have seen the same two issues and find them equally frustrating, and they are a big reason that I no longer use eBay for those items. Another issue I have is that for commodities like chargers and batteries and memory cards, I simply cannot trust that they are genuine and not knock-offs.
But thankfully, a lot of the items I search for on eBay are low-demand, low-supply items for which there is little competition and thus duplicate listings or variation listings or knock-offs are simply not an issue.
So for me, it is not that I have stopped shopping on eBay - it is that I have stopped shopping for certain types of items on eBay.
Ebay has started couple of new policy's to deal with OP's complaints especially about Chinese Sellers that abuse and spam the search system . the seller has to have a verified U.S. addressee and zip code . And set controls on price range's also.
